Quick question, could a design like this improve aerodynamics around the wheels and down the side of the car for less drag?
I'm aware it sucks the air from underneath, causing a vacuum, and therefore, downforce, but would the aerodynamics save any fuel?

I am unsure about aerodynamics, but it would enhance your swag coefficient to the nth degree.

They would probably hurt mileage (assuming that are actually venting large amounts of air) because you are creating large area's of turbulance on an area of the car that was previously laminar.

If you mount them on the wrong side I'm pretty sure they create a massive vortex, which will swallow the car and those around it, and then you'll go back in time, and if you go back far enough you can get super cheap gas, so yes, they would help in fuel efficiency but not in the way you were thinking.

I think fender skirts would be better. http://en.wikipedia.org/wiki/Fender_sk…
The purpose of those was to suck air from behind the wheel over the brake rotors to help cooling.

There's no downforce generation involved whatsoever, they're for brake cooling. The only way they'd help fuel economy is the flatter face causing less turbulent air flow and drag than a typical spoked wheel.

This would help suck ing out the air under body panel and wheels area, definitely improve the fuel efficient compares to regular rims.
